All I know about his past it that he was a helper of a forerunner called the Librarian. Anyway my idea for him as that the Ark is much bigger than all the Instalations. So, he has fore more boosters than a normal Monitor giving him higher speed. Above the two top trusters there are dual sentenal beams hovering. One powerful red sentenal beam, and of course like all Monitors, he has the regular defense system in his eye. Reflex has more circuitry than most Monitors.
