This is a simple plate for latching a chain. It's mostly commonly used for latching heavy duty gates, but it can also be used on portable panels as a way to tie them together. It is designed to use 1/2" (6mm) chain. The slot in the chain is designed to make it easy for people to latch and unlatch, but much harder for an animal to do so.
